The
10-storeys building comprises a meeting chamber, committee rooms and public
facilities, together with offices for the Mayor, London Assembly Members and GLA
(Greater London Authority) staff. It can accommodate 440 staff and members. The
energy strategy will enable the building to run a quarter of the energy consumed
by a typical high specification office building. Advanced computer modeling
techniques and innovative construction techniques have been employed to achieve
the geometry. Many of the building elements, including floor tiles and rubber
doormats, were made from recycled materials. The building was designed and built
within a period of 30 months. |

A reinforced
concrete core and 14 tubular steel columns support a series of offset circular
floor slabs with a maximum diameter of 45m. |

Concrete Core |
|
The concrete
core was cast in-situ with metal formwork system. These formwork can be reused
and minimize construction waste generation. |

Steel Structure |
|
|
|
|
|
Various
structural forms were investigated. The inclined column solution was chosen for
its simplicity, constructability and cost effectiveness. The Ø 508 mm tubular
steel columns are straight between each floor and kink within the structure at
each floor plate. A network of 675 mm deep primary steel beams tied to the
central concrete core bears the horizontal forces needed to restrain the
columns. Components and details were standardized as far as possible. The
standard “cotton-reel” node allows incoming beam and column connections to be
accommodated at any angle. |

The use of
steel permanent formwork for the slab reduces the generation of construction
waste. |

Cost Comparison |
|
The total
budget of the building is about £35 million, which is approximately £1,200/m2.
Compared to a normal office building in London which costs about £1,000/m2, the
cost is about 15-20% more for this complex shape. But there is an 18% saving on
the area of cladding that would be necessary for a box shape building. |
